Welcome to the wiki Sandbox.
We use the Sandbox namespace to deposit work-in-progress pages. This way we can prepare policy pages without having them publicly viewable and it means you can refine your page with as many edits as you want without creating a giant revision history for the real page. This namespace does not show up in the Index, it can only be accessed directly via the /Sandbox URL.
Once your page is ready to go "live", just create a page in the appropriate namespace and copy the contents over (remember to make sure you also set the appropriate permissions if necessary).
Feel free to recycle old pages in the Sandbox by renaming them and overwriting their content.
