I usually rate on the basis of the tracklist of the earliest issue, even if RYM doesn't treat it as the "primary" issue for whatever reason. If the two issues come out at around the same time, I usually go with whatever tracklisting will have the most favourable rating - which tends to be the LP tracklist, as it is shorter. In the case of Souls at Zero the LP as far as I can tell came out about a month earlier than the CD. If the Souls at Zero LP came out a year later I would probably do all the CD track ratings instead.
