Even if the designers go out of their way to make each character relevant in some meaningful way, some will still fall into a lower Character Tier, meaning they will spend less time in the active party and, as a consequence, be much weaker than the party's main heavy hitters. This can become a vicious circle - because the weaker characters are often left out of the party, they fall further behind, and as a result are even less likely to be included.
