Monaco GP was one of Sega's last logic circuit arcade games, making it impossible to emulate on MAME(though there is an independant emulation called mgpr that works as a really good substitute), but from the top-down it's very basic. Imagine OutRun or Hang-On but without the checkpoints: The aim of the game is to race for all of the 90 seconds you are provided with and get as far as possible without slamming into other cars.
What makes Monaco different from the later Sega arcades is the sheer variety of scenes and situations your racing car will find itself in. You will drive occasionally across ice, across dark tunnels with limited sight, and would even have to be wary of ambulance cars racing ahead of you. These all add much-needed variety to this simple racing game, but desperately need tweaks. You'd need bullet-reaction times to know how to drive through tunnels without crashing, and joining in the race while there are still cars rushing from your back and into you is plain unfair and flawed design.
The SG-1000 port would be more accessible to people nowadays, and thank God your car can jump now.
