Various Wikis have this listed as a standalone expansion, but I can't find anything from Capcom themselves that confirms that.

File #2 was released a year after the original, and is essentially just a map pack that they sold separately.

A little worst than the first one since it lacks content. If you're planing on getting it, have in mind that this is only a level expansion (4 new maps, only 2 being good) and not a fully fledged sequel. It's cool that you can port your Outbreak 1 unlocks to this one and vice-verse though.
