According to the seriously in-depth manual, there are apparently a lot of densely layered systems at play here. Unfortunately, you have almost no control over any of them, so it barely feels like your decisions have any impact on the actual events that take place on screen. The exact same scenario can swing in either side's favor for no discernible reason. What could have been an interesting real-time tactics game on paper just turns into relying on a bunch of lucky dice rolls and praying the bizarre AI works in your favor.
