A song being "catchy" isn't a good thing. Commercial jingles are catchy.
Music is not context. Which means that things as nationality, age, gender, label, record date, historic impact and popularity is irrelevant.
Rating is comparing. Everything comes down to what it is you are comparing what to. This usually involves music within the same genre, or what an artist have done previously. Though it is possible to compare anything to everything.
In a world filled with music, and some 50 years of popular music in the making, really everything below the rating of 4.0 is not worth your time.

7-5 - Spare Time Spending
4-1 - Avoid
My default rating when I am too lazy to form an opinion is 3 (+/- 0.5). Often means I am inclined to give it a lower grade cause I usually identify what I like.

My ratings have mellowed, before I used to rage on music that only served as background noise, now I'm mostly OK with anything. It gets tiring to be too critical. Still I'm trying to set aside what's really good.
