Linger by the Cranberries does that a lot. Baroque Pop might be a genre you'd be interested in because it does that a lot. Some Decemberists sonsgs perhaps. The Divine Comedy is a good artist for that style. Jens Lekman was what immediately came to mind. Night Falls Over Kortedala is an incredibly tender and ornate album, god it makes me cry though. Sad and big and weeping is what you want huh... hmmm... maybe some Camera Obscura ballads too.
