I have vague memories of this as a kid, I think its one of the games we had, and I remember it having a clown ice cream truck and you would smash cars into each other. Thats essentially all Twisted Metal is, a car combat arena game where you try to blow up other cars with weapons. The problem is by III, Twisted Metal felt like it was starting to repeat itself since the concept on its own was a bit of a novelty. There just isn't enough variety and nobody really cares about the story to this kind of game. Twisted Metal III was just dull and it got boring after a few minutes. Sure Twisted Metal games were never games I held in high regard or part of a genre I felt that strong about, but the very least they could have added more modes or vehicle types to spice things up instead of making it a rehash of the previous games.

One of my most played games of my childhood. Somewhat uninspired level design, unwieldy physics engine, god awful 3D animated cut scenes, objectively WORSE driver endings than the previous games; I love it all the same.
It wasn't as good as the first two games and Black, but it wasn't the abysmal failure people seem to remember it as. I always got the impression a lot of people conflate it with 4, which is as bad and uninspired as everyone remembers.
This one gets more hate than it deserves. For the PS1 Twisted Metal games, it is probably the worst. Also, people hate these notorious endings. I find them charming personally. 989 did a decent job with this one.
