Title
As someone who has been looking for a simplified 4X game, Polytopia is a dream come true.

It takes the formula that makes games like Civilization so amazing to the absolute barebones, and as such is recommendable to literally anybody of any skill level. The singleplayer is a great timekiller (calling back to the game's origins on mobile) and the endlessly replayable multiplayer is just as fun 1v1 as it is in an 8 person free for all.

No long tutorial or gruelingly long sessions required; Just pick it up and have a great time.

A Civilization In Your Pocket
The Battle of Polytopia is the closest thing you can get to a mobile Civilization title right now. Well, free anyway. There's a smaller technological tree, and it's always a battle of attrition once everyone gets to the end stages of the game, but this is still fun for its price. The IAP model is kinda clever since you need to pay to battle more than three civilizations, but they're all practically the same except for the starting tech they have and of course, their design. Also, each civilization gets their own themed map. Other than emulating Civilization II on your phone on getting FreeCiv, this is a nice alternative.
