Playing Rock Band 4 drums is about as much fun as going to the dentist. Never mind the drums just don't register well and there's all sorts of homebrew hacks out there from putting pennies under the surfaces to taping paper towels to the heads, the drum notes they have for most songs don't have anything to do with the actual rhythm half the time! I certainly wasn't an accomplished drummer, but if you've played the real instrument at all you'll constantly be fighting your impulse to stay on time and instead clunk out whatever weird notes the game demands.
Stick to the guitar and vocals, there the solid but well-tread formula still does what you need it to. Although, why are there so many pop and new wave songs in a game where three of the four options are guitar, bass, and drums? They should have scrapped the drums for keys.

Rock Band 4 continues Rock Band as a franchise and adds a few new features and modes that meaningfully expand the engine and the implementation of it, with Rockudrama providing an above average career and freestyle vocals meaningfully adding to the atmosphere. In the respect it's really the only game in town, it is worth picking up. However, these are the only good things I can say about it.
It cannot be overstated how much of an embarrassment the launch was on all fronts, with key features not only left out, but this detail not being explained until launch day. The most basic features which shouldn't even be bullet points on the back of a box, like practice mode and online multiplayer, were not featured, and the game's overall integrity was poor, leading to stuttering and crashes. Even now, it's not a clean experience. Besides that, the game's suite still feels threadbare, with the more electronic direction of the soundtrack going against both the lack of keys, RB3's biggest addition, and freestyle guitar solos, a big banking point at launch which has quietly been stripped down as HMX realised no one cared. The most damning point I can make about a sequel as systematic as RB4 is that besides the continued DLC support and the mere following of the franchise, I cannot think of a reason to recommend it above the last two, which were much more aesthetically complete.
It is way better now with Rivals than it was at launch, but it is still a stark reminder of this game's fading relevance and its laughable attempts to prove otherwise.
