On a glance it just seems like the old Pac-Man but with changing mazes and a smarter AI(which I feel sometimes is too nuanced to notice). Certainly substantial differences, which makes this more focused and lived-in than the first Pac-Man, but is that enough for it to receive accolades? I can't tell.
That this game places a female protagonist is quaint, but it is such a predictable, corporate, Batwoman kind of move to make that I see its achievement as shallow. Then again, not a lot of male protagonists at this time were really stunning etiher.

technically not a different game.. equivalent to an "expansion." the original ms. pac-man was a modification kit that was added onto the original pac-man (originally known as Crazy Otto and made by fans from General Computer), with the cabinet designs being replaced to make it feel new
I think that is pushing a modern standard onto an old game when it wouldn't have been seen that way at the time. A lot of arcade games were minorly different from one another, direct ripoffs, or only had minor upgrades from the original like in this case.
I think the small differences this one has on paper from the original don't seem like much, but they amount to a very different experience as the game progresses.
I implore you all to go with a friend to an arcade and play this in multiplayer, switching off on each death. One of the most fun gaming experiences I’ve ever had. Arcades <3
