The story is vastly improved with an actual A-to-B plot and sub-plots and characters that make sense, but here the gameplay was already starting to wear thin, with much more gimmicky additions to the cover shooting and a whole bunch of on-rails sections. Even the attempt to up the ante on violence seems silly, the part where our team has to chainsaw their way out of a giant Locust worm being narmy more than anything. Short enough to not be too bothersome.
EDIT: My opinion is pretty much the same, although some of the under-the-hood changes to the gunplay were for the better. Enemies are less annoying to kill, checkpoints are generally better but still have moments of arduousness, and a lot of the setpieces are good fun, but towards the end you can just feel the game breaking before you. All told, it has higher highs than the first but much lower lows, except for the PC only chapter of the first.

This was my favorite of the trilogy just because there were some ridiculously cool setpieces and I remember the gameplay feeling a lot more expansive and refined. It's been like 10 years since I've played it though so I don't know if I'd still feel that way now.
I would have thought I'd inherently like this one more than the first one but honestly the campaign of the first Gears of War is so much more fun than this one was for me. I still liked this one but I'm just surprised. But Gears of War 2 was the first with the Horde mode right? That was pretty damn fun, and it was not in Gears of War. But that's not enough for me to put 2 over 1. (I actually still need to play 3.)
Dom's wife dying has to be one of the funniest moments in all of video games, it's such a crystalized memory for me playing through this with my friend and both of us laughing our asses off at that moment. As well this game's visuals, weapons, level design, and gameplay was such a fun step forward from the original that was pretty one note (even if that one note was pretty well done.)
great campaign though
