    People back in the 2001 were expecting some actual RPG from this spinoff, but what we got is a solid Tactical Strategy like old Jagged Alliance. Solid, but wouldn't call it an rpg.

      The thing that bothers me is that there is the framework for a great RPG wherein the player can customise a whole squad to the level of detail as the previous two Fallout games, however the levels are so simplistic that it's only worth investing in a handful of skills. So backlash against the game is understandable given so much is carried over from Fallout 1/2 but just under-utilised.
